Tamil Nadu Institute of Labour Studies Admission: In 1920, the Government of Madras wanted to learn more about how workers who didn’t work in factories were living. At that time, factory workers already had officers to look after their safety and working conditions, but other workers had no one to help them. So, the government asked Sir George Paddison to study this. He became the first Commissioner of Labour, responsible for improving workers' lives. Later, he was also put in charge of factory workers, making him the head of both the Labour and Factories Departments. In 1987, these two departments were separated again, and the Labour Department continued to grow over time.
